SPECIAL OPERATIONS LIEUTENANT

The Lieutenant assigned to this position is responsible for the direct supervision of the Police Department’s Traffic Safety Unit, which consists of three full-time officers and one part-time officer. This position is also responsible for the review and issuance of Special Event Permits as well as the coordination of those events. These include the various holiday parades, marches and walks which take place on city streets or property.
The Special Operations Lieutenant is also delegated the responsibility of coordinating the Police Department’s extra duty assignments, fleet, special investigations such as ABC permit approvals and extensions, budget functions for the Traffic Safety Unit, and background investigations for Departmental applicants.
Traffic Safety Unit
Police Officers who are assigned to the Traffic Safety Unit are tasked with the responsibility of investigating those traffic accidents, which result in the death or serious injury of a motorist or pedestrian. Traffic Safety Unit (TSU) officers also investigate all property damage accidents that occur on the streets or highways of the city of Salisbury. They are also responsible for conducting proactive projects that are aimed at detecting and apprehending those persons violating our State’s impaired driving laws. These officers can also often times be found conducting programs that are aimed at the reduction of traffic collisions and related injuries. Traffic Unit Officers conduct license check projects at various locations and with assistance from other law enforcement agencies throughout the area both in Salisbury and Rowan County.
Traffic officers have been targeting high accident areas for speeding and other moving violations. They have received specialized training in accident reconstruction and complex accident investigations and are on call to assist the Department’s other patrol officers should the need arise to assist with a serious accident.
Fleet Management
This position is also responsible for the entire Police Department’s fleet of patrol cars and other vehicles as well as all of the associated equipment installed in those vehicles; which include Mobile Data Terminals (MDT), two-way communications, and emergency public safety equipment.
